Study Shows “Millennials Deserve More Credit”

When it comes to talking about millennials, there are many stereotypes out there that have influenced the way the public feels about the generation. Whether it’s the assumption that millennials are irresponsible with money and would rather buy avocado toast than save for a down payment, or that millennials jump from job to job, the majority of these stereotypes paint the generation in a negative light.

A new study by Bank of America entitled Better Money Habits Millennial Report recently came to the defense of the generation when it reported that:

“Millennials deserve more credit – both from themselves and from others – for their mindfulness when it comes to money and their lives.”

Here are some key takeaways from the study proving that millennials deserve more credit for what they are already doing:

  • 63% are saving – (47% have $15,000 or more in savings)
  • 54% are budgeting – (73% who have a budget stick to it every month)
  • 57% have a savings goal – (67% who have a goal stick to it every month)
  • 46% have asked for a raise in the past 2 years – (80% who asked for a raise got one)
  • 59% feel financially secure – (16% have $100,000 or more in savings)

Many have wondered if millennials even want to own their own homes or if they would choose to rent instead. Well, not only do they want to own their own homes, but many already do and are looking to trade up! A recent study by realtor.com shows that 49% of Americans who plan to sell their home in the next 12 months are millennials!

Danielle Hale, realtor.com’s Chief Economist, gave some insight into why millennials are looking to sell,

“The housing shortage forced many first-time homebuyers to consider smaller homes and condos as a way to literally get their foot in the door. Our survey data reveals that we may see more of these homes hitting the market in the next year.”

Thank you.  Last week, HUD hosted a housing policy forum where I spoke about the state of the housing market.  It is stable, secure, and sound.  The market is safe.  I want to emphasize that … we have a housing market that is in good shape.  Much of the credit goes to people in this room.

But, after the turbulence of 2008, we must remain vigilant and watchful –  and anticipate more than react.  We must be prudent and practical.  We must continue to maintain responsible lending practices.  Wishful thinking must not be our sole criterion for credit worthiness.   And as the economy improves, we must never ignore the central role of housing in the recovery from the 2008 recession.

Nationally, we must continue to smooth out the cycles that lead to burst bubbles and foreseeable foreclosures.  We want to avoid anyone going underwater on their mortgage or losing their home.

There is always room for improvement, more stability, more growth. We still see small fluctuations in the market, but the dramatic highs and lows of the past have evened out to become steady, almost predictable. The data now shows a reasonably straight and rising line forward and upward on the charts.  The cycles have become less dramatic.  And, we are seeing good news in startups and inventory, among the many sides of homeownership.

The homeownership rate today is at 63.6 percent.  In some states, homeownership is over 70 percent.  And first-time home buyers make up 35 percent of all homebuyers in the last twelve months.  This good news will continue.  The Harvard Joint Center for Housing Studies projects that the United States will add 13.6 million households over the next eight years and 11.5 million more between 2025 and 2035.

The Federal Housing Administration has a strong role to play.  FHA has already helped more than 46 million Americans purchase or refinance their homes.  An estimated 40 percent of all first-time homebuyers use FHA.  In fact, during our time here together … today … FHA will help another 4,000 homebuyers close on their homes.

However, this good news hides one story … the housing market is becoming a lost dream for some Millennials.    We must create a viable entryway for more credit-worthy Millennials.    Millennials who are first-time homebuyers feel frozen out.  There is some new data from Ellie Mae, showing in January that 35 percent of all FHA loans were closed by Millennials.  That is FHA.

But, I worry because there are reports from California, from the state legislature, that only about 13 percent of Millennials buy a home.  Thirteen percent!

Most agree it is low.  Historically low!

Why?  Well, the high prices of homes escalate out of reach, for some.  This is especially true in places with a high cost of living:  New York City, Los Angeles, and Washington, D.C.  Some of them confront stark choices.  Some see wages absorb 40, 50, 60 percent of housing costs.  The potential becomes a Catch-22.  You either become house poor through a potential mortgage, if you can get one, and sacrifice other aspects of life, or you forego a home to have the other necessities of life.  Even if you are credit-worthy, these are tough choices that effect future wealth creation through equity, future financial stability, and quality of life.

All of us have heard the stories about Millennials living at home, renting, or sharing rooms.  And many of these people are credit-worthy, but feel excluded from the possibility of homeownership.  You can understand the frustration. It cuts across an entire age group.

In the 1920s, Hemingway’s contemporaries were famously called “the lost generation.”  I worry that Millennials may become a lost generation for homeownership, excluded from the American Dream, punished as an unintended bi-product of the financial crisis of 2008.

We must be mindful of this situation.  We don’t want to exclude a generation of buyers, or even generations to come.  We must do more … work for more.  We must find a reasonable, prudent path to link Millennials with investors and lenders – and the housing market itself.

We know that a first step toward homeownership is often the purchase of a condominium.  The condo is often a step onto the homeownership ladder.  And a way of moving up that ladder.  And we know that FHA has a central role to play.  It is the lender of choice for many first-time home-buyers.  For many, FHA is the entryway to the housing market.

So, today, let’s find the ways and means for credit-worthy first-time home-buyers to enter the market.  Here is one way.  I want to direct your attention to “The Housing Opportunity through Modernization Act of 2016.”  That act allowed FHA, under certain circumstances to lower its required owner-occupancy standard for approved condominium developments. The owner-occupancy minimum has been reduced from 50 percent to 35 percent.   Ultimately, this action will allow for more people, including Millenials, to use FHA to buy a condo.

On Wednesday, Fannie Mae announced it would reduce its debt to income ratio to attract more Millennial homeownership.  Such an action would help some Millennials, although FHA loans would remain an attractive, powerful option.

I welcome this action which will happen next month.

In concert with our efforts, Millennials will now have game-changing circumstances that should encourage homeownership.

We need to do more.  We need to stop punishing an entire generation for the subprime crisis.  As we recover from that time, we must not overlook those trying to enter the market.  One publication argues that Millennials could become a “powerhouse” base of homeowners.  That could be true, if we set in place the right conditions, the correct responses.  In my view, we can shape the future prosperity of this country by retrieving a lost generation, and placing it on a firm foundation to wealth creation and future financial prosperity.

Your Credit Score Is About to Get Better

The three major credit bureaus, and one forward-thinking debt collector, are making changes that could allow millions of people to get loans they’ve unfairly been denied.

Equifax, Experian and TransUnion plan to remove civil lawsuit judgments — where a creditor has sued and won in court — and many tax liens from people’s credit reports starting July 1. Striking those public records could improve the scores of as many as 14 million people, some by enough to qualify for mortgages and other loans that are currently beyond their grasp.

Meanwhile, leading debt collection company Encore Capital Group has shortened the time it reports paid collections from seven years to two. The company, which owns Midland Credit Management, Midland Funding, Asset Acceptance and Atlantic Credit & Finance, also promises not to report new collection accounts to the bureaus if debtors start making payments within 90 days after Encore notifies them of the debt.

The moves are long overdue, because the system for reporting serious black marks has been broken for years.

Why debt reporting is broken

Credit-scoring companies have long known that people who settle their old debts are a much better risk than those who don’t — but credit scores typically don’t reflect that fact.

The latest versions of FICO and VantageScore ignore paid collection accounts, and FICO’s newest score treats unpaid medical debts less harshly than other overdue bills. But most lenders still use older versions of credit scores that count collections against consumers, which can prevent people from getting loans and credit cards, or cause them to pay higher interest rates. The problem is particularly acute in mortgage lending, where mortgage buyers Fannie Mae and Freddie Mac require lenders to use FICO scores that are several generations out of date.

Stripping collections from reports ensures they can’t be factored into credit scores, which are based entirely on credit bureau data.

The bureaus have already agreed to kick other types of collections to the curb. As part of a massive settlement with 31 state attorneys general two years ago, the bureaus promised to stop reporting collections resulting from traffic tickets, library fines and other mishaps that didn’t stem from a credit account or consumer agreement to pay. The bureaus also vowed to remove paid medical bills, and medical debts now have a 180-day “waiting period” to allow insurance payments to be applied.

Public records such as judgments and tax liens are another source of problematic data, since many aren’t properly verified or updated, and correcting errors can be tough. Civil court judgments are particularly fraught, since many people don’t know they’re being sued. Creditors are typically granted default judgments, which means they win  — even when they sue over debts that are technically too old or that aren’t even owed — because the debtor didn’t show up.

The number of lawsuits has soared as debt buyers snap up delinquent bills for pennies on the dollar and then turn to the courts for judgments. The costs of filing are so cheap that in some states creditors sue over bills as small as $60, according to a ProPublica investigation.

Small improvements for many

To be reported after July 1, a public record must have minimum identifying information, including name, address and Social Security number or date of birth, and the data must be updated every 90 days. Experian estimated that 96% of civil judgments and about half of all tax liens wouldn’t meet the new enhanced public record criteria.

Credit scoring firm FICO recently analyzed what would happen if the bureaus dropped all judgments and any tax lien that couldn’t be verified, using 30 million consumer records purged of that data that were provided by the bureaus. The credit scoring company found 6% to 7% of roughly 200 million consumers with FICO scores had such records, and that scores rose a median 10 points, says Ethan Dornhelm, vice president for scores and analytics.

Most people who have judgments and liens have other credit problems, which limits how much their scores can rise. That’s also the reason the change would have “no material effect” on FICO scores’ ability to predict risk, Dornhelm said. But the changes could be enough to allow people who just miss lenders’ credit score cutoffs to qualify for loans. To get a conventional mortgage, for example, borrowers typically need a minimum 620 credit score, while getting most FHA loans require a 580 score.

Clearing the garbage data from credit reports would affect more than credit scores, of course. Credit information is used by insurers to set premiums, landlords to grant apartments and employers to hire and promote. Making sure credit report data is accurate — and relevant — helps people save money and live better lives.

Q&A – Construction Loan question with student loans

I am trying to figure out if my wife and I can qualify for a construction loan. We both have a very large amount of student loans that are being paid on income based plans. I most most mortgages, other than Freddie Mac, will use 1% of total balance of loans when calculating DTI. This makes our DTI very high. If using our income based payments, it isn’t bad.
